Not propelled (i.e. you push). Either I will show you how to start it, or you replace the carb (easy). The fuel metering needle has a tendency to get stuck. Fuel bowl leaks a bit. 10$. I used it as-is for 5 years and got the hang of it. Told you all this because I got ripped off and you won't.
Comes with manual.
